The Historical Records Survey (HRS) had its origins in the Federal Emergency Relief Administration and the Civil Works Administration. In 1935 it came under the auspices of the Works Progress Administration Federal Writers' Project and eventually was designated as an independent program under Federal Project No. One. Charles Coulson Rich was born on August 21, 1809, in Campbell County, Kentucky. He was instructed in the Mormon faith by Lyman Wight and baptized into the Church of Jesus Christ of Latter-day Saints by George M. Hinckle in 1832. In 1838 he married Sarah D. Pea, the first of his six wives. Rich lived in Calfwell County, Missouri, and fought in the Battle of Crooked River.
